《益陽市城市總體規劃(2004-2020)》(以下簡稱“2004版總規”或現行總規)對政府的一系列政策產生了重大影響,有效指導了下一層次規劃的編制,明確了城市拓展方向,加快了城市基礎設施建設,優化了城市用地布局,完善了城市功能,對城市重大項目的選址和建設起到了積極的促進作用,提升了益陽城市的品味,“2004版總規”對城市建設有積極的引導作用。

限于當時編制背景和規劃條件的局限性,“2004版總規”本身還存在不完善的地方,同時由于時代進步和社會發展對城市總體規劃提出了更高要求,一大批新的法律法規的實施,上級人民政府制定的城鄉規劃發生變更。益陽東部新區的開發建設及一系列重大區域基礎設施的建設都要求總體規劃能夠與時俱進,因此對總體規劃進行修改,以適應時代發展要求。為進一步強化規劃對城鄉建設的引導和調控作用,促進城鄉建設有序發展,根據《城鄉規劃法》第四十七條有關規定,有必要結合目前的經濟、社會發展要求,按照科學發展觀要求,與時俱進,依照程序對“2004版總規”進行修改,以切實指導益陽市的空間發展和土地利用。本次修改益陽市總體規劃(2004-2020年)涉及城市規劃區范圍、城市規模、市政基礎設施、公共服務設施、綜合交通體系、綜合防災、綠化用地、環境保護控制指標等強制性內容,以下對這八個方面的強制性內容修改提出專題報告。

一、關于城市規劃區范圍修改

(一)現行總規確定的城市規劃區范圍

現行總體規劃所確定的城市規劃區范圍包括迎風橋鎮、滄水鋪鎮、新市渡鎮、謝林港鎮、龍光橋鎮全部及長春鎮、新橋河鎮、蘭溪鎮、衡龍橋鎮、岳家橋鎮、筆架山鎮部分,規劃區總面積760平方公里。

(二)修改的必要性分析

1.充分落實上位規劃的發展要求

在國家中部崛起戰略、省第九次黨代會提出“3+5”城市群發展戰略和長株潭獲批國家“兩型社會”建設綜合配套改革試驗區等背景下,為切實推進長株潭城市群區域的發展,《湖南省3+5城市群城鎮體系規劃(2009-2030)》提出“3+5”城市群的一區三圈一帶四軸空間發展結構。其中,以長沙為中心、株洲湘潭為副中心構建“大都市區,以長沙為中心的30分鐘-1小時通勤圈(約100-110KM半徑)為大都市區第二圈層:包括益陽市區、長株潭益的部分縣市,產業、交通、設施等緊密協作并逐步一體化,益陽市轄的桃江、沅江等縣市也將融入大都市區。

益陽作為“3+5城市群”之一,應立足自身優勢,強化地區特色,主動對接長

株潭,融入長株潭城市群,益陽市通過東部新區接軌(長沙)大河西先導區獲得快速發展,并在市域范圍內形成桃江(能源產業)-益陽-沅江的城市帶;遠期桃江縣和沅江縣與核心圈層有機融合為整體大都市區,其在規劃期的成長演化將直接影響和帶動湖南北部發展的格局。

由于城市區域定位得到重要提升,現行的城市規劃區已無法滿足“3+5”城市群城鎮體系規劃中所提出的“3+5”大都市第二圈層中心城市的發展需求,不利于城市功能區的建設和重點項目落實。為了與上位規劃更好的銜接,統籌益陽城鄉發展,有必要將規劃區范圍擴大。

2.充分落實省委省政府提出的東部新區建設的需要

2008年,為落實湖南省委、省政府“3+5”城市群發展戰略,全面融入和對接長株潭城市群,加快益陽市“加工貿易梯度轉移重點承接地”建設,湖南省委省政府提出建設益陽東部新區,經過兩年的發展,東部新區啟步區已經初具規模。2010年,國務院批復了《長株潭城市群資源節約型和環境友好型社會建設綜合配套改革試驗總體方案》和《長株潭城市群區域規劃(2008-2020)》。《長株潭城市群區域規劃(2008-2020)》將東部新區納入核心區范圍,并成為“長株潭兩型示范區”五區十八片中大河西示范區四片之一, 使東部新區處于益陽對接和融入長株潭的核心位置,是長株潭城市群城市功能外拓和產業發展的優先選擇區。2010年初,為進一步加快兩型社會示范區建設,湖南省將益陽東部新區魚形山地區選址為省市共建魚形山“兩型社會”建設實踐區,并提出一系列的扶持政策,為東部新區提供了發展機遇。

根據《長株潭城市群區域規劃(2008-2020年)編制要點及工作安排》、長株潭城市群“兩型社會”示范區益陽東部新區片區規劃(2010-2030),提出的各方案編制需依據各市城市總體規劃,由于城市的快速發展,現行的城市總體規劃范圍已經不能滿足示范區的建設發展需求,為了充分落實上位規劃對益陽市提出的發
